This position is responsible for senior level performance in all areas related to VisionFoundry, Inc.’s provision of technical and business solutions to a valued federal client. Overall project management and client relations are a primary responsibility. Other areas of performance include managing all aspects of software design, development, documentation, and quality assurance. This position requires some field-based duties including occasional on-site client services, as well as cooperation with partner consultants and sub-contractors when required.

Summary of Essential Job Functions

Project Management

  • Manage end-to-end SDLC activities of major project

  • Manages the day-to-day operational and tactical aspects of multiple or large scale projects

  • Create and execute project schedules and work plans and revise as appropriate to meet changing needs and requirements

  • Manages resources in accordance with project schedules

  • Develop level-of-effort / resource costing proposals for projects

  • Manage project scope and conduct diligent, organized change management

  • Ensure project milestones and standards are met and that deliverables are submitted in line with the client’s expectations and requirements

  • Manages scope and mitigates risk across projects

  • Serves as key participant in team and client meetings

  • Identify resources and assign individual responsibilities

  • Conduct regular team status meetings, participate in client status meetings, and provide periodic status reports as required.

Business (Functional) Analysis

  • Provide business analysis, business area assessment, user needs analysis and business systems design for major projects

  • Quickly understand the business issues and data challenges of client's organization and industry

  • Identify client organization's strengths and weaknesses and suggests areas of improvement

  • Elicit, document, review and edit requirements, specifications, business processes and recommendations related to proposed solutions

  • Develops functional specifications based on user requirements

Interface Design

  • Identify, analyze, and evaluate alternative design solutions

  • Develop interface design specifications that that meet client requirements and provide optimum usability and usefulness

  • Create low fidelity interface prototypes (wireframes)

  • Develop and facilitate stakeholder usability tests and analyze & communicate the results

  • Conduct stakeholder workshops to capture, consolidate, and communicate design requirements

Client Relations

  • Serve as primary client representative to one or more of VisionFoundry, Inc.’s major client accounts, and function as project lead during all major projects for that account

  • Provide expertise to clients in the delivery of completed projects and in the implementation of improved operational methods

  • Demonstrate a high level of commitment to client success, promptly responding to changes in client expectations professionally and effectively

  • Build rapport and relationships with clients, developing contacts at different organizational levels

  • Keep the client informed of progress, issues, and other key project variables

  • Provide client training when or as required by contract

  • Anticipate client’s needs and propose alternative business solutions.

  • Continually seek and capitalize upon opportunities to increase customer satisfaction and deepen client relationships.

  • Develop and deliver demonstrations of new functionality to various client groups during the development cycle

Quality Assurance & Documentation

  • Ensure that VisionFoundry’s methodologies and documentation processes are being implemented

  • Strive to continuously improve processes and methodologies to be in-line with best practices and client needs

  • Ensures issues are identified, tracked, reported on and resolved in a timely manner.

  • Validate new and existing testing documentation

  • Analyze, specify, and design application testing

  • Perform risk analysis & develop risk mitigation strategies

  • Review deliverables prepared by the team before passing to client


  • Supervise and mentor all staff assigned as members of your project team(s)

  • Supervise during project life cycle any intermediate or junior level client staff, or any sub-contracted personnel assigned to your project team

Minimum requirements

  • Bachelor’s degree in business or computer science or 10+ years of project management experience in software development. Masters preferred.

  • Minimum of 5 years’ direct project management experience

  • PMP Certification required

  • Minimum of 5 years’ experience in the federal sector; experience in legislative agencies a plus.

  • Familiarity with the concepts of the SDLC: Agile, RUP, SCRUM, other

  • Proficiency in the use of common business tools: Word, Excel, PowerPoint, Visio, MS Project, and SharePoint

  • US citizenship required


$100K - $125K Commensurate with experience.
